New Milling Facility for Newport Docks

Cem Materials has received planning consent from Newport City Council for the development of a new milling facility at Newport Docks, Wales. The application was submitted in March 2025 and approved in December 2025 following an earlier pre-application in February 2024.

The consent includes the construction and operation of a vertical roller mill and associated infrastructure to produce green cement and cement substitutes using recycled, non-hazardous waste materials (i.e. industrial by-products and granulated blast furnace slag). The development also includes the storage of raw material and cement for distribution to the market.

The site development will be undertaken in three phases, (1) site preparation and infrastructure works, followed by (2) the import and distribution of up to 100,000 tonnes of cement substitute and (3) the construction and operation of the mill. The plant, once operational, is expected to process up to 1 million tonnes of raw materials.

The identified site is part of land within Newport Docks, owned and operated by Associated British Ports (ABP) and includes a hardstanding area and rail siding. The new mill project aligns with ABP’s Newport Masterplan, supporting the transition of the port into a clean manufacturing and logistics hub while contributing to lower-carbon construction materials.
