Planning Refused at Dykeside Farm

Leiths (Scotland) ltd, a well-established aggregates, asphalt and concrete supplier operating across Scotland, has recently had a planning application refused for a new sand & gravel quarry and RMX Plant at Dykeside Farm, near Birnie, Elgin. The application, submitted to Moray Council in 2024, sought permission for mineral extraction alongside a mobile ready-mix concrete (RMX) plant to process materials on-site.

The proposal included extraction of approximately 1.125 million tonnes of sand & gravel over a 20+ year period, with an annual output of ~ 50,000 tonnes. A key element of the application was the integration of an RMX plant, enabling direct production of ready-mixed concrete at the quarry and reduction of distances for material to travel. Whilst central to the scheme, the RMX plant was a significant factor for the application refusal with concerns relating to noise, dust, blasting and increased HGV traffic, adversely affect nearby residents. The proposal was also found to conflict with local planning policies relating to landscape character and residential amenities.
