The latest edition of the Housebuilders Quarterly Report (Q3 2025) published by BDS Marketing Research, illustrates a stabilised and marginally improving housing market in Great Britain as housing consents per quarter bounce back to ~Q1 2025 levels. Whilst this level is still low in comparison to previous years it marks a potential upturn in the market after three consecutive quarters of dropping housing consents.

- 13% decline in housing consents (Q3 2025) when compared to same quarter in 2024
- In Q2 2025, houses accounted for ~70% of the total consents recorded. In Q3 2025, this has increased by two points, with the market share of housing to flats now sitting at 72:28 (Q2 2025 70:30).
- In Q3 2025 Public Sector housing achieved ~3,152 housing consents representing a market share of ~7%. This is a significant improvement from Q2 2025 when the public sector held a share of ~4.8% of the entire housing consent market.
- Regionally, the South East recorded the highest volume of private housing consents in Q3 2025, with nearly 14,000 units approved, a sharp rise from ~8,000 in Q2. The region also had the highest number of public housing consents and dominated the ‘Other’ housing category, with > 4,000 units granted consent in Q3. This consistent growth across all categories identifies the South East as a key region for housing growth.
