The latest monthly BDS planning reports detailing planning activity for July 2025 have been published by BDS. The reports are part of the highly sought after annual BDS planning subscription service offered to subscribers to help keep aware of current industry activity and stay at the forefront of change.
BDS monitor, gather and report on planning information from across Great Britain, Northern Ireland and the Republic of Ireland. Specifically for the construction sector BDS seek for planning activity associated with Minerals, Asphalt, Concrete, Cementitious & Mortar.
In the latest publication (reporting on activity in July 2025) BDS have identified:
Minerals & Asphalt Schemes
- 20 mineral and asphalt plant-related planning schemes have been identified across Great Britain.
- 35% are approved planning consents and include developments such as new rail bagging plants, an aggregate storage facility, an asphalt plant, a ROMP (Review of Old Mineral Permissions), and additional applications associated with variation of conditions.
- Not considering the one withdrawn scheme, 60% of the remaining monthly schemes are for scoping requests and full planning applications currently awaiting determination. These proposals include extensions to existing quarries and new extractions.
Concrete, Cementitious & Mortar Schemes
- Three of the eight schemes identified in the given month have received planning consent, these include the replacement of an existing batching plant, the development of a new cement mill, and the addition of a bagging facility for cementitious products. The remaining five schemes consist of scoping requests and full planning applications awaiting consideration and a proposal for a new concrete plant and a ready-mix concrete (RMC) facility.
For 2025 to date, BDS have identified ~200 mineral, asphalt, concrete, cementitious, and mortar-related planning schemes. Of these ~40% have been consented (64 minerals / asphalt schemes and 14 concrete, cementitious & mortar schemes). Reviewing the consented applications by region, the South East has the highest number of consents (~20).
Two key consents that have occurred in 2025 include:
- Minerals & Asphalt Scheme – A southern extension to Aldwark Quarry, allowing for the extraction of approximately 23.8 million tonnes of limestone was approved in May 2025.
- Concrete, Cementitious & Mortar Scheme – The retention of a concrete batching plant at Montcliffe Quarry, located in the North West, was granted consent in May 2025, five years after the application was submitted in 2020.
