The latest edition of the Housebuilders Quarterly Report (Q2 2025), published by BDS Marketing Research, illustrates a stagnated housing market in Great Britain as housing consents per quarter fall to a two year low. Compared to six months previous, housing consents are ~50% lower in Q2 2025 when compared to Q4 2024.
The BDS Housebuilders Quarterly Report (Q2 2025) provides a detailed analysis of housing consents for the second quarter of 2025. The report includes a housing sector breakdown covering large-scale private housebuilders, public sector developments (council and housing association projects), and ‘other’ builds, i.e. individually financed and/or investment group developments. Regional data is provided on a national and county level, with distinctions made between the ratios of houses to flats and comparative, quarter on quarter and year on year insight analysis.
Specifically, for Q2 2025, key findings include:
- a -15% fall in housing consents were recorded in Q2 2025 when compared to same quarter in 2024
- In Q1 2025, houses accounted for ~65% of the total consents recorded. However, in Q2 2025, this has increased by five points, with the market share of housing to flats now sitting at 70:30 (Q1 2025 65:35).
- In Q2 2025 Public Sector housing achieved ~1,700 housing consents representing a market share of ~5% (Q1 2025 ~6%)
- Regionally the South East has the largest reported number of private housing consents (>8,000 units) and public housing consents (>350 units). Comparably the East of England has the largest reported number of ‘Other’ housing consents (>1,500 units)
